Please be sure to include your case number, the total amount of time being requested by all parties as well as the motion that is to be heard. The Judicial Assistant will respond with your hearing time. It is YOUR responsibility to file a Notice of Hearing.

DEPENDENCY PROCEDURES
Shelter Hearings:
- 12:30 each day is reserved for shelter hearings. Shelter hearings will be held via zoom. If any party requests to appear in person a hybrid hearing will be arranged. The Judge’s recurring zoom link will be used.
- The Department must notify the judicial assistant at jraghunandan@circuit5.org by 11:00 a.m. each morning if there is a need for a shelter hearing that day.
- If one of the parents is in custody, the attorney for the parent will be responsible for making arrangements with the facility for their client’s appearance. A proposed Transfer Order must be submitted to the Court via judicial assistant email or ICMS at least thirty (30) days prior to the hearing.
- If an attorney for some reason cannot provide a proposed transfer order, let the judicial assistant know so that one can be generated by the judge.
Proposed Orders:
- All proposed orders shall be circulated to the parties and/or their attorneys prior to being uploaded or emailed to the judicial assistant.
- Proposed orders can be emailed to the judicial assistant or uploaded into ICMS with a cover letter. All parties must be included in the email.
- Please be advised of formatting procedures for proposed orders including DDDD for the date, and JJJJ for the judge’s signature.
Disposition Hearings/Objections to Case Plans:
- Any party who objects to DCF’s proposed case plan prior to a contested case plan acceptance hearing must file a written notice of their objections, together with citation to any supporting legal authority, at least five days prior to the contested case plan acceptance hearing.
- DCF will file an amended case plan at least three days prior to the hearing if they agree to that the objections merit modification to the case plan.
Pretrial Conferences:
- At pretrial, be prepared to confirm that you are prepared for trial.
- Specifically, confirm that you have contacted all witnesses and confirmed their availability and you are in possession of all documents you need to go forward with your matter on the date of trial (i.e.: putative father registry certificates).
Adjudicatory Hearing
- All documents/evidence must be provided prior to the hearing.
- At least five days before the hearing provide legal authority/legal memorandum supporting your position to the court and exchange with other parties.
- At least five days prior to the hearing – provide expert witness CV to other parties, if applicable.
Chapter 39 injunctions:
- A non-offending parent is a party
- All documents must be provided prior to the hearing for the Court to take judicial notice of any documents.
- A status conference can be held via the recurring zoom link, during the 12:30 Shelter/Emergency hearing docket to address representation for each party.
Emergency Motions:
- Emergency Motions must be filed by 5:00 p.m. to be considered for placement on the following day’s shelter docket at 12:30 p.m.
- Please include the requested length of time needed for the motion.
- Please email your emergency motion to the judicial assistant.
- The recurring zoom link will be used for the 12:30 p.m. emergency docket.

ALL PROPOSED ORDERS shall be submitted for entry by email ONLY to CitrusJudgeHealisOrderSubmissions@circuit5.org
The case style, including case number, shall be indicated in the subject line. PLEASE SUBMIT ORDERS IN WORD FORMAT (.docx) ONLY (NO PDF DOCUMENTS WILL BE ACCEPTED) USING THE CODES LISTED IN THE ATTACHED SAMPLE ORDER (CLICK HERE). FOR INSTRUCTIONS (CLICK HERE).
- Any email submission shall copy ALL parties by email. If one or more of the parties do not have an email, your correspondence shall indicate that a copy has been mailed to those parties.
- The attorney submitting the proposed order shall ensure that any pro se party receives a copy of the order via U.S. Mail and shall file a certificate of compliance confirming compliance with this requirement.
Please note that failure to comply with the above procedures will result in the Proposed Orders being Rejected and a delay in processing your case(s).
*NOTICE TO THE PUBLIC:* The Code of Judicial Conduct governing behavior by judges forbids the Judges of the Fifth Judicial Circuit to discuss pending cases with the public. Please do not call the Court expecting to speak with a Judge about any case. The Court is only allowed to consider arguments made in the courtroom and in documents properly filed by actual parties in the case as authorized by law and the Rules of Court. The Court cannot ethically read or consider any other opinions or arguments about the case. Communications that do not meet these legal requirements cannot be forwarded to the Judges.
