Communication with the Court

Written communications:

All written communication with Judge Pickens’ office should be submitted via email. The subject line of your email should include the names of parties and case number (e.g., State v. John Doe, 2025-CP-9876).

All other parties to the case (or their attorneys, if they are represented) must be copied on all correspondence to the Court. These guidelines apply to all communications with the Court, including scheduling hearings and submitting proposed orders.

Ex parte communications:

The Code of Judicial Conduct governing behavior by judges forbids judges from discussing pending cases with the public. Please do not call or email the Court expecting to speak with a Judge about any case. The Court is only allowed to consider arguments made in the courtroom and in documents properly filed by actual parties in the case as authorized by law and the Rules of Court. The Court cannot ethically read or consider any other opinions or arguments about the case. Communications that do not meet these legal requirements cannot be forwarded to the Judge.

Response to inquiries:

The Judicial Assistant is not authorized to provide legal advice.

The Judicial Assistant strives to respond to all inquiries within one (1) business day. When the judicial assistant is out of the office, your message will be acknowledged as received with an indication of when to expect a substantive response.

E-filing portal:

All attorneys and self-represented litigants must provide an e-mail address to receive signed orders electronically, unless excused. Fla. R. Gen. Prac. & Jud. Admin. 2.516. It is the responsibility of attorneys and self-represented litigants to update their contact information using Form 2.603 any time there is a change in the e-mail account registered for electronic service.

Submitting Proposed Orders

(NO WORD 97 OR PDF DOCUMENTS CAN BE ACCEPTED, THEY WILL NOT WORK IN THE ELECTRONIC SIGNING PROGRAM)

YOU MUST USE THE CODES IN THE FORMAT FOR THE PROGRAM TO READ AND SIGN THE DOCUMENT.

  • The attorney submitting the proposed order shall ensure that any pro se party receives a copy of the order via U.S. Mail and shall file a certificate of compliance confirming compliance with this requirement.
  • Your order submission must have a certificate of service.

Please note that failure to comply with the above procedures will result in the Proposed Orders being Rejected and a delay in processing your case(s).

 

Remote Appearances

All virtual hearings held through Zoom utilize: Meeting ID 930 9454 5069

The Court will not send out individual meeting invites.  All participants to a virtual hearing must join with a functional camera, speaker, and microphone.  The name by which all persons are identified via Zoom shall be the person’s given name or, if an attorney, the name of their law firm. The camera must remain active for the entire hearing.

Attorneys appearing on behalf of a client at a virtual hearing are expected to dress and conduct themselves in the same manner as if in a traditional courtroom.  The environment from which a participant joins must be free from noises, distractions, or environmental interference. If a participant is unable to have an active camera, the hearing should be held in-person to avoid concerns about unobservable communication or behavior amongst other participants.  Virtual hearings are only recorded when required by Florida law, and no party shall record the proceedings except the Court.

Case Law, Memoranda, and Hearing Materials Other Than Evidence

Any party desiring to submit case law, a memorandum of law, or hearing materials other than physical evidence for an upcoming hearing may submit these materials electronically to: JudgePickensHearingMaterials@circuit5.org

In your email, please include the case number, the date of the hearing, and the motion or matter for which you are submitting materials.

If agreed upon by the parties, the Court will review media (i.e., audio/video recordings) prior to hearings. Those materials may be submitted to the Court through the Fourth Floor Security Station.

The Court desires that all materials be submitted at least ten days prior to the scheduled hearing to allow for review.

If the volume of material is too large to be sent via email, then the court will accept the material through US Mail.
